(Commission for Disappearances and Victims of Violence)

KontraS is a human rights NGO whose Papuan branch was established in Jayapura in June 2000. The mandate of KontraS is to lobby, campaign and advocate for the disappeared and for victims of violence. Other main activities include fact-finding missions, monitoring of demonstrations and facilitation of dialogue. PBI accepted KontraS Papua as a client organisation for protective services in June 2005 following increasing threats against the director and other staff.

On 12 June 2006, PBI signed a client contract with LP3BH, which is a Manokwari-based NGO. The major focus of LP3BH lies in the empowerment of local society through basic education and advocacy about basic rights, human rights and legal aid. LP3BH works all over the Bird's Head area of Western Papua with special focus on the districts of: Manokwari, Teluk Bintuni and Teluk Wondama (Wasior).

Yan Christian Warinussy, Executive Director, LP3BH, was the winner of the Canadian John Humphrey Freedom Award. He fears that his heightened profile will bring more threats from the authorities. In 1998 he spent three months in jail, and he has also been threatened with a gun. Both these incidents were directly linked to his work. There are currently 8 people working for LP3BH and 5 volunteers.

Perhimpunan Bantuan dan Hak Asasi Manusia Indonesia

This Jakarta-based organisation has been working for the promotion and protection of human rights since November 1996. PBHI's activities include providing legal assistance to and advocacy for victims of human rights violations, building-up local capacities for legal awareness and representation through workshops, internships, and short-term courses.

In recent years, Papua has become one of PBHI's main focuses; the organisation has been a prime actor in the investigation and defence of many human rights cases, including Abepura, Wasior and Wamena etc.

SKP

(Sekretariat Keadilan dan Perdamaian Keuskupan Jayapura, Office for Justice and Peace of the Catholic Diocese in Jayapura)

On 14 September 2006, PBI signed a client contract with SKP, the Office for Justice and Peace of the Catholic Diocese in Jayapura. Their central office in Jayapura represents all the other SKP sections in Papua, which are located in Merauke, Sorong, Timika and Agats. All these branches are included in the client contract and any of their staff and volunteers can ask for Protective Accompaniment Services from PBI. SKP is involved in a broad range of activities regarding human rights advocacy and prevention of abuses. Currently they actively engage in: advocacy for victims of alleged human rights abuses; publication and documentation of human rights abuses (including research and investigation); education and awareness programs; peace-building activities; interfaith dialogue and cooperation. SKP is under the Franciscan Order and also under Franciscan International.

Theo Hesegem

Theo Hesegem lives and works in the mountainous area of Wamena and is director of (Jaringan Advokasi Penegakan Hukum & HAM, Advocacy Network for Updholding Law & Human Rights) JAPH&HAM. From 2005-2007, Theo Hesegem was an Individual client of PBI.  Since summer 2007, the new organisation he leads, JAPH&HAM, has become a PBI client, replacing the former individual client relationship. JAPH&HAM investigates Human Rights Violations.  Cases of torture, abuse, unlawful arrest, deaths of prisoners in custody, beatings and alleged poisonings are some examples of cases investigated.  Reports are then published and distributed, and relevant authorities are lobbied for official investigations. Theo became a PBI client after stating that the work he engages in is dangerous and that he has been subject to various intimidations.
